“Donald Trump thinks oil in Canada is American oil. Unfortunately, in this rare instance his assumption is based on fact,” says Laxer. “Under NAFTA’s energy proportionality rule, a rule like no other in the world, Canada must make available for export to the U.S. three quarters of its oil production and over half of its natural gas. NAFTA’s proportionality rule locks in Canada’s carbon emissions just at the time Justin Trudeau has pledged to reduce them substantially. The Trudeau government should deposit the proportionality rule where it belongs – in the garbage can – during the current NAFTA talks.”
