The Council of Canadians is Canada’s leading social action organization, with 100,000 supporters, 65 active chapters, a national office in Ottawa and regional organizers. Through our campaigns we advocate for clean water, fair trade, green energy, public health care and a vibrant democracy. The Council is looking for its next Executive Director.

The Executive Director provides positive leadership to and is responsible for the management and administration of The Council of Canadian’s programs and operations and ensures that policy decisions made by the Board of Directors are carried out effectively. The Executive Director is responsible for assessing and maintaining the overall financial health of the organization and ensures progress in fundraising endeavours. The Executive Director helps create and maintain a positive work environment by building and supporting collaborative relationships amongst staff. Further, the Executive Director provides professional support and policy guidance to the Board of Directors as well as officially represents the organization to the public, government, media and other organizations.

Essential duties and responsibilities include:

• coordinates and oversees, in partnership with the Chairperson and Committees of the Board of Directors and with staff, the preparation and implementation of the Strategic Plan;
• monitors and evaluates the implementation of programs/campaigns;
• directs the development of revenue generation strategies and programs in collaboration with the Director of Development, staff and in consultation with the Board of Directors;
• develops relationships with new and current donors;
• monitors and evaluates all revenue generation activities and reports to the Treasurer or Board of Directors;
• establishes and implements human resource practices and policies that are consistent with the Council’s values and principles and in compliance with legislation;
• establishes a positive, healthy and safe work environment;
• on behalf of the Board of Directors, leads the negotiation and administration of the Collective Agreement between The Council of Canadians and UNIFOR Local 567;
• ensures the submission of an annual budget;
• monitors ongoing expenditures and provides regular updates to the Board and staff;
• ensures efficient fiscal management of the Council;
• identifies and evaluates the risks to the organization's people, property, finances, and image and implements measures to control risks (Risk Management)
• provides professional support and policy guidance to the Council’s Board of Directors:
• monitors the overall performance of the organization and reports regularly to the Board on performance relative to the approved goals and objectives and ensures issues of concern to the organization are brought to the attention of the Board. Ensures this information is appropriately conveyed to staff;
• represents the organization to the public, government, media and other organizations.

Qualifications:

The ideal candidate will have:


• demonstrated commitment to the Council’s values, vision and direction;
• a university degree in a related field is highly desired, as is work in one of national economic, social justice or political issues;
• strong activist background as well as knowledge and experience working on national economic, social and political issues through research, writing and joint actions;
• knowledge and experience of Canada’s regions and diverse communities;
• ability to balance strong national campaigns with grassroots input and initiatives;
• deep understanding of donor relations in a not-for-profit with knowledge of fundamental fundraising principles and best practices as it relates to fundraising and the overall health of the organization;
• proven experience in raising funds from individual and institutional donors;
• experience as a media spokesperson;
• knowledge of fiscal policies and government relations;
• proven administrative ability and positive management skills in a collaborative environment exercised at a senior level;
• management experience in a unionized environment, including experience negotiating Collective Agreements;
• strong interpersonal skills and the ability to exercise tact, discretion and good judgment at all times;
• an organized approach to a high volume of work and the ability to prioritize and effectively handle many demands in a changing political context;
• excellent communication skills, both oral and written, and fluency in both official languages of Canada preferred;
• experience working with a nonprofit Board of Directors and a willingness to forge a partnership approach;
• capacity to work in a self-directed manner and to provide positive leadership and collaborate with others in a team situation;
• basic computer skills (familiarity with word-processing, spreadsheet and database software).

Reporting Relationships
Reports To: Chairperson, Board of Directors
Supervises: All Directors and Managers, Human Resources Officer and Executive Assistant (Chairperson, Board Members and Executive Director)

Summary
The Executive Director provides positive leadership to and is responsible for the management and administration of The Council of Canadian’s programs and operations and ensures that policy decisions made by the Board of Directors are carried out effectively. The Executive Director is responsible for assessing and maintaining the overall financial health of the organization and ensures progress in fundraising endeavours. The Executive Director helps create and maintain a positive work environment by building and supporting collaborative relationships amongst staff. Further, the Executive Director provides professional support and policy guidance to the Board of Directors as well as officially represents the organization to the public, government, media and other organizations. The Executive Director is accountable to the Board of Directors, through its Chairperson and the Executive Committee, and is one of the Council’s chief spokespersons.

Major Responsibilities

1. Leads and manages the overall programs and operations of The Council of Canadians and ensures that policy decisions made by the Board of Directors are carried out effectively:

(a) Organizational Development, Program Planning, Implementation and Evaluation

• coordinates and oversees, in partnership with the Chairperson and Committees of the Board of Directors and with staff, the preparation and implementation of the Strategic Plan;
• monitors and evaluates the implementation of programs/campaigns in consultation with staff, and the Board of Directors.

(b) Revenue Generation

• directs the development of revenue generation strategies and programs in collaboration with the Director of Development, staff and in consultation with the Board of Directors to secure the resources needed to sustain the Council’s mission;
• raises funds from new and current donors, and drives the fundraising activities of the Board of Directors;
• develops relationships with new and current donors, including in-person meetings and direct correspondence;
• monitors and evaluates all revenue generation activities and reports to the Treasurer or Board of Directors;
• represents the Council in meetings with potential donors and funding partners.

(c) Human Resource Management

• establishes and implements human resource practices and policies that are consistent with the Council’s values and principles and in compliance with legislation;
• establishes a positive, healthy and safe work environment;
• on behalf of the Board of Directors, leads the negotiation and administration of the Collective Agreement between The Council of Canadians and UNIFOR Local 567;
• determines staffing requirements;
• responsible for all hirings and terminations and performance evaluation of staff;
• responsible for management of all direct reports and Management staff.

(d) Financial Management

• ensures the submission of an annual budget, for consideration by the Board of Directors;
• monitors ongoing expenditures and provides regular updates to the Board and staff. Ensures the Council’s Treasurer is aware of surplus/deficits and any other extraordinary financial changes;
• ensures efficient fiscal management of the Council;
• identifies and evaluates the risks to the organization's people, property, finances, and image and implements measures to control risks (Risk Management);
• oversees all capital investments;
• oversees the annual audit.

(e) General Administration

• establishes and implements administrative policies and procedures to ensure efficient, cost-effective operations;
• ensures compliance with all operating guidelines and policies approved by the Council and by the Board;
• oversees the negotiation and administration of approved contracts with external agencies as required.

2. Provides professional support and policy guidance to the Council’s Board of Directors:

• attends all meetings (in person and by teleconference) of the Board, Executive Committee and General Membership;
• consults with the Executive Committee (Chairperson, Vice Chairperson, Secretary-Treasurer) as appropriate within their respective areas of responsibility;
• contributes to the development of organizational goals, objectives, plans and implementation strategies through the provision of ideas, research and information;
• monitors the overall performance of the organization and reports regularly to the Board on performance relative to the approved goals and objectives and ensures issues of concern to the organization are brought to the attention of the Board. Ensures this information is appropriately conveyed to staff;
• ensures logistical support and documentation preparation for all board and General Membership meetings and drafts agendas with the Chairperson of the Board;

3. Represents the organization to the public, government, media and other organizations:

• identifies and establishes contact with organizations, individuals and government officials with whom the Council should maintain links, presenting the organization’s positions or perspectives;
• acts as a chief spokesperson for the organization at the operational level.
