HOW TO STOP THE GENOCIDE IN PALESTINE

Dear Prime Minister Carney

As you know, the situation in Palestine will be a specific subject of interest at UNGA this year. Not only will many Western countries, including Canada, recognize the State of Palestine, there will be additional discussions about Israel’s continued illegal occupation and aggression in the West Bank/East Jerusalem and its genocide in Gaza.

As you also know, the ICJ found in 2024 that the occupation of the West Bank and East Jerusalem is illegal and ordered Israel to end its occupation of Palestine within a year. UNGA 2024 set a deadline for Israel’s response; that October 18, 2025 deadline approaches with no response from Israel other than increasing violence against the Palestinians.

The UN Security Council has been rendered powerless to act to protect the Palestinians by the US veto, given US complicity in the genocide and its unwavering support for the State of Israel. The only body with any possibility of responding to protect the Palestinians is the General Assembly itself. Taking rules and mechanisms that have worked at UNGA in the past, for example at the time of the Suez Crisis or confronting South African Apartheid, we see that UNGA does have the power to protect Palestinians.

Using mechanisms used by the GA in the past, UNGA has the power to:

-send a multilateral protection force to Palestine, in order to provide food and medicine, end the blockade and protect civilians
-implement economic and political sanctions and a military embargo on Israel,
-withdraw Israel’s UN credentials
-establish a war crimes tribunal

These are all actions which can be undertaken by an UNGA that overwhelmingly supports Palestine and wishes to end the genocide and occupation. These would be alarming and unusual acts by UNGA. A UN Protection Force would face real danger. However, these actions would be legal and honourable.

How else do we end a genocide? How else do we stand up to immoral, illegal and violent aggression that is supported by a superpower? Canada has been a proud contributor in building an international framework of international law. Canada has led the UN in advancing the principle of the responsibility to protect. However, in the past three years, Canada has been largely silent on one of the most central moral challenges of this century.

Canadians overwhelmingly want our government to provide leadership on this issue. We want this new government to act in response to our views. We want to be proud of our new Prime Minister. We want to see Canada stand strong. I urge you to instruct Canada’s UN Ambassador, and our diplomats around the world, to use all the resources at their disposal to encourage these initiatives.
