Road to Ruin: Use of Costly Highway Consultants Skyrockets

Saskatchewan's Ministry of Highways and Infrastructure’s spending on private consultants skyrocketed over the past few years, from $12.1 million in 2009 to $61.3 million in 2014 – an increase of 404%.

Last year’s $61.3 million payout accounted for over a tenth of the total budget. That prompts the question: why is the cost of consultants growing at thirty-three times the rate of the budget itself?
