Three Teams Proceed to RFP For North Battleford Project

Three qualified teams will move forward to participate in the next stage of the competitive selection process to build the new Saskatchewan Hospital North Battleford – Integrated Correctional Facility. The new facility will include a 188-bed replacement for the existing 156-bed Saskatchewan Hospital North Battleford and a 96-room correctional facility.

Three teams responded to the Province’s Request for Qualifications, which closed July 15, 2014. After evaluating the responses, the teams have been invited to move forward to the Request for Proposal stage:

•Access Prairies Partnership;
•Integrated Team Solutions; and
•Plenary Health North Battleford LP.

“We are pleased with the qualifications and level of experience of the three teams that expressed an interest in the project,” SaskBuilds Minister Gordon Wyant said. “This is a unique project and the P3 model will deliver savings for taxpayers as well as additional value through innovations in design that couldn’t be achieved through a traditional approach. Moving forward with a Request for Proposal is the next step in the delivery of this very important facility.”

“This is an exciting step forward for the hospital project,” Health Minister Dustin Duncan said. “The new facility will better meet the needs of individuals with mental health issues.”

“This facility is an important addition to the province’s ability to provide programming to offenders with mental health issues,” Corrections and Policing Minister Christine Tell. “We are happy to be able to draw from a pool of skilled and experienced teams like these, and look forward to making a decision on this project.”

“This is great news for the community and an important step in delivering a new facility that will better meet the needs of people with mental health issues,” Prairie North Regional Health Authority CEO David Fan said. “I want to thank our patient and family representatives as well as the staff for their input in the design process. The new integrated facility will help ensure patients receive the care and support they need in a modern environment.”

The new integrated facility will be built on the existing hospital grounds near the current hospital building, minimizing disruption to patients during construction. Programming and treatment for the two populations will be separate.

The project is a design-build-finance-maintain public-private partnership (P3) procurement model and a proponent is expected to be selected by summer 2015. Construction of the new facility is expected to begin in summer 2015 with completion targeted for summer 2018.

The cost of the facility will be determined through the competitive process. -30-

Council of Canadians chairperson Maude Barlow will be in Saskatchewan this month to speak against a proposed public-private partnership hospital.

The Brad Wall provincial government wants to build the P3 hospital in North Battleford, a city located about 130 kilometres north-west of Saskatoon.

The hospital would provide mental health services to the general population as well as to inmates. The hospital would have 188 beds for mental health patients and an adjoining 96 cell correctional facility. It would replace the current Saskatchewan Hospital North Battleford (SHNB) that was built in 1913.

The Battlefords News-Optimist reports, "[CUPE] and the Council of Canadians have organized a Town Hall Meeting for Oct. 22 at the Dekker Centre that will include guest speakers such as Council of Canadians chair Maude Barlow and former MLA Len Taylor to speak on the issue." The Wall government is seeking proposals from three consortiums of for-profit companies - Access Prairies Partnership, Integrated Team Solutions and Plenary Health North Battleford LP - for the new P3 hospital. The companies chosen would design, build, finance and maintain the P3 hospital.

In more detail, the bids are coming from:

Access Prairies Partnership: Graham Design Builders LP, Gracorp Capital Advisors Ltd., Carillion Canada Inc., Connor, Clark & Lunn GVest Traditional Infrastructure LP, WSP Canada, Kasian Architecture Interior Design and Planning.

Integrated Team Solutions: Ellis Don Corporation and Ellis Don Capital Inc., Fengate Capital Management, Cofely Services, MMM Group Ltd., Stephenson Engineering Ltd., Parkin Architects Limited, Group2 Architecture Interior Design.

Plenary Health North Battleford LP: Plenary Group (Canada) Ltd., PCL Construction Management Inc., Johnson Controls Canada LP, Acumen Engineering Ltd., DGBK, B+H Architects, Montgomery Sisam.

The consortium would be chosen by the summer of 2015 with the hospital scheduled to open in 2018.

NORTH BATTLEFORD - The decision to privatize the building of a new Saskatchewan Hospital in North Battleford using a public-private partnership (P3) is a bad move for the public purse, says the Canadian Union of Public Employees (CUPE).

“Just before the 2011 election, the provincial government priced the new building at $100 million. Now, estimates have already ballooned to $175 - 250 million. How much more is this going to cost as a P3?,” asked Tom Graham, President of CUPE Saskatchewan.

Calling into question the government’s claim that the combined hospital and correctional centre P3 announced for North Battleford to replace the aging Saskatchewan Hospital facility will save 6.3 per cent, Graham noted no business case has been released to the public. Further still, questions remain to what extent maintenance services of the building will also be privatized through a P3 contract.

“Evidence from around the world and across Canada clearly shows that P3 hospitals have been proven to be a costly mistake,” said Graham.

In 2010, Quebec’s auditor criticized the business case developed for two P3 Montreal area hospitals by the province’s agency created to push P3s, Infrastructure Quebec. The auditor found the P3 business case was based on “unfounded” assumptions and the P3 hospitals wound up costing much more, while the public option would have saved over $10 million. In 2008, Ontario’s auditor released a report into the Brampton Civic Hospital P3 scheme finding that it cost $200 million more than if it had been financed and built directly by the government. In addition to the P3’s expensive financing and construction costs, the auditor found the inclusion of other privatized services such as maintenance, security, cleaning and laundry in the 25-year P3 contract added tens of millions more to the final price tag.

“From Quebec to Ontario, the record of P3 hospitals is a failure especially when it comes to the false claims of saving money,” said Graham. “Experience shows the public is always left on the hook to pay more with P3s.”

Barlow says, "The hospital plans are part of a broader push to privatize public health care in Saskatchewan. Privatization hurts patients and communities by eroding access to quality care, and endangering good jobs."

Council of Canadians Board member Pam Beattie tweeted [ https://twitter.com/beattie_pam ] Barlow's comments at the public forum that, "P3 hospital a bigger threat with CETA [the Canada-European Union Comprehensive Economic and Trade Agreement] because we cannot go back - corporate interests in trade agreements", "P3's suck up public resources for private profits", and "There have been P3 reversals all across the country I because they cost more deliver less. We can win".

The other speakers last night included Paul Moist, the national president of the Canadian Union of Public Employees, Simon Enoch, director of the Canadian Centre for Policy Alternatives-Saskatchewan, and Len Taylor, a former minister of health in Saskatchewan. Access Prairies Partnership has been selected to build the new Saskatchewan Hospital provincial psychiatric facility as a design-build-finance-maintain public-private partnership (P3). The new 188-bed facility will have 32 more beds and an integrated 96-room correctional centre that will provide support for offenders living with mental health issues. This is an innovative approach for delivering mental health care and supports to clients with significant psychiatric rehabilitation needs.

Access Prairies Partnership was selected after successfully completing a competitive best value selection process. Access Prairies Partnership includes the following partners as an integrated team:

•Graham Design Builders LP
•Carillion Canada Inc.
•Gracorp Capital Advisors LP
•Carillion Private Finance Ltd.
•Kasian Architecture Interior Design and Planning Ltd.
•WSP Canada

Based on preliminary numbers, this project will have significant economic benefits for the province by creating more than 1,500 jobs in Saskatchewan.

“This new project demonstrates our government’s commitment to acting on the recommendations of the Mental Health and Addictions Action Plan,” Environment Minsiter and Battlefords MLA Herb Cox said. “This new facility will ensure people in Saskatchewan have access to timely and appropriate services they need.”

“Prairie North Health Region is thrilled that replacement of the century-old Saskatchewan Hospital is another step closer to reality,” Prairie North Regional Health Authority Vice-President of Primary Health Services including Saskatchewan Hospital Vikki Smart said. “We look forward to working with Access Prairies Partnership and with our ministry partners toward the milestone our patients, staff and community are eagerly awaiting – turning of the sod to signal the start of construction on the new mental health facility.”

Based on the final bid, SaskBuilds and its external financial advisors determined there was value for money delivering the project using a P3 model. There is value for money when the cost of delivering a project using a P3 model is less than the cost of delivering the same project using a traditional approach. The value for money calculation includes P3-related costs, such as private financing.

“The P3 model is the right choice for delivering this leading-edge project in the most cost effective and timely way,” SaskBuilds Minister Gordon Wyant said. “By using a P3, Saskatchewan people can enjoy the benefits of publicly owned facilities sooner than could otherwise be achieved through a traditional approach and also be assured the projects will be built on-budget.”

Contract negotiations will now begin with the intent to finalize terms of the contract in summer 2015. The contract’s final financial details will be disclosed once contract negotiations and signing are complete at financial close. Releasing this information sooner could harm the province’s negotiating position. The value for money report will be based on the final agreement and released at the earliest opportunity following financial close.

Construction on the publicly owned facility is expected to begin in summer 2015 and be complete by spring 2018.
