Public Offering Revenue Total Reaches $61 Million with One Sale Remaining

Driven largely by continued interest in Saskatchewan’s southeast region, the December public offering of Crown petroleum and natural gas rights on Tuesday posted revenue of $9.6 million.

With a sixth and final sale still remaining for the 2017-18 fiscal year, the total is currently $61 million, already above the previous fiscal year end total of $50 million.

“Saskatchewan’s favourable policy and operating environment provides the industry with the kind of stability it seeks,” Energy and Resources Minister Nancy Heppner said. “Drilling activity, oil and gas related revenue, and industry investments in new exploration and development are all trending upward in Saskatchewan for 2017. We will do our part to help sustain this growth.”

Southeast Saskatchewan remains a focus of significant industry attention with 80 leases awarded on Tuesday, consisting of 6,574.166 hectares and fetching $5,084,478.09. One lease south of Wilkie received a bonus bid of $1,642,015.97 for 259 hectares. This lease was purchased by STOMP Energy Ltd. and is prospective for oil in the Mannville Group.

Spartan Energy Ltd. bid $587,340.78 for a 129.5 hectare parcel south of Alameda. This parcel is prospective for oil in the Frobisher and Midale Beds of the Madison Group.

The next public offering of petroleum and natural gas rights will be held on February 6, 2018. -30-

Sustained interest in Saskatchewan’s southeast region generated the majority of revenue in the February public offering of Crown petroleum and natural gas rights on Tuesday, with the $3 million from that sale pushing the final total for the 2017-18 fiscal year to $65 million.

This total exceeds the previous fiscal year-end total of $50 million as industry activity and investment shows sustained signs of trending upward in the province.

“Saskatchewan is consistently a jurisdiction of choice for conventional producers looking for stability and solid returns,” Energy and Resources Minister Bronwyn Eyre said. “Increased drilling activity and industry investment indicate that one of our key economic sectors continues to gather momentum and stimulate growth in the province.”

Southeast Saskatchewan remained the focus of attention with 52 leases, consisting of 3,448.152 hectares, fetching $2,452,992.19. Spartan Energy Corp. bid $1,039,679.96 for 18 leases in southeast Saskatchewan totaling 1,295.206 hectares. One lease south of Carnduff received a bonus bid of $325,346.74 for 129.5 hectares. This lease was purchased by Spartan Energy Corp. and is prospective for oil in the Midale and Frobisher Beds of the Madison Group.

Saskatchewan’s oil and gas industry accounts for an estimated 15 per cent of the province’s total real Gross Domestic Product (GDP), and is the largest contributor among primary industries to provincial GDP.

In the Fraser Institute’s Annual Global Petroleum Survey for 2017, Saskatchewan ranked seventh out of 97 jurisdictions in the world in terms of overall attractiveness for oil and gas investment, and has consistently been among the top 10 jurisdictions over the past six iterations of the survey.

The next public offering of petroleum and natural gas rights will be held on April 10, 2018. -30-

SASKATCHEWAN ANNOUNCES FIRST SUBSURFACE MINERAL RIGHTS PUBLIC OFFERING SCHEDULE

The Government of Saskatchewan has released the schedule for Subsurface Mineral Rights Public Offerings, making the transition to a competitive auction process for rights to potash and brine mineral exploration and development.

The province’s first Subsurface Mineral Rights Public Offering will be held December 18, 2018. The public offering process under The Subsurface Mineral Tenure Regulations is similar to that for oil and gas tenure. Subsurface mineral dispositions allow the holder to explore for all natural mineral salts and their compounds occurring more than 60 metres below the land surface.

“The implementation of the Subsurface Mineral Rights Public Offering process is a milestone in the history of Saskatchewan’s potash and brine minerals industry,” Energy and Resources Minister Bronwyn Eyre said. “The competitive bid process was prompted by the need to modernize the province’s procedure for disposing of subsurface mineral rights and will enhance Saskatchewan’s already strong competitive position compared to other mining jurisdictions.”

Subsurface Mineral Rights Public Offerings will subsequently be held every April, August and December. The 2019 schedule will be released in August 2018.

Effective immediately, the ministry is accepting nominations for upcoming subsurface mineral rights public offerings, and additional information is posted on the Ministry website. The current schedule can be viewed at www.saskatchewan.ca/business/agricultur ... -offerings.

There has been recent interest in subsurface minerals such as lithium, used in electric car batteries, which can be extracted from brine and formation waters. Natural mineral salts present in Saskatchewan include boron, calcium, lithium, magnesium, potassium, sodium, bromine, chlorine, fluorine, iodine, nitrogen, phosphorus and sulfur.

Saskatchewan is the world’s leading potash mining jurisdiction and is considered to be one of the most favourable jurisdictions in the world for investment in mineral exploration. -30-

December Public Offering Generates Largest Revenue Since June 2017

A total of $20.1 million in revenue was raised in Saskatchewan’s December public offering of Crown petroleum and natural gas rights held this week, which featured significant attention in the Wilkie and St. Walburg areas.

After the fifth of six public offerings scheduled throughout the fiscal year, the 2018-19 revenue total now stands at $47.3 million with this week’s offering, generating the largest revenue total for a single sale since June 2017. Results were briefly delayed due to the major power outage that affected much of Saskatchewan on Tuesday. The sale process was temporarily suspended, then concluded the following day, in order to provide a secure bidding opportunity for industry.

“Saskatchewan continues to be an attractive destination for investment by the oil and gas industry,” Energy and Resources Minister Bronwyn Eyre said. “Our competitive policies and incentives, designed in collaboration with industry, encourage sustainable activity, job growth, and good resource management.”

Eight exploration licences totalling 17,899.930 hectares were purchased for a total of $15,314,917.28. Three exploration licences surrounding the Town of Wilkie were purchased for $13,533,909.29; two were purchased by BASM Land & Resources Ltd. One was also purchased by NRG LandSolutions Inc.

The highest bonus bid for a parcel was $9,126,103.28 for 5,568.500 hectares. This parcel is located east of Wilkie and was purchased by BASM Land & Resources Ltd. The top dollars per hectare in this public offering was $5,036.780/hectare for a 64.750-hectare parcel located north of St. Walburg. This parcel was purchased by BASM Land & Resources Ltd. and is prospective for oil in the Mannville Group.

The scheduled date for the next and final offering for the fiscal year will be February 5, 2019. -30-
