WINNIPEG — With long stretches of Manitoba's roads and rails submerged beneath floodwaters that continue to baffle forecasters, Prime Minister Stephen Harper announced his government's support yesterday for the construction of a Winnipeg-based road and rail hub.

The federal and provincial governments will chip in more than $100-million each to build a four-lane expressway that would link CentrePort - a 20,000-acre manufacturing, warehousing and transportation depot slated for construction near the Winnipeg airport - with major rail and highway networks.

The announcement was made as flood-protection officials upgraded crest forecasts along the Red River to the third-highest levels in the past 100 years.

Mr. Harper, who spent much of the day with Manitoba Premier Gary Doer touring the sodden Red River Valley by helicopter, pledged federal assistance to homeowners.

"The federal government stands ready to assist in any way that is needed," he said.

But as money flows into the CentrePort project, one southern Manitoba mayor questioned the appeal of a North American hub that relies on transportation arteries so frequently severed during times of flood.

"If we want to be recognized as a mid-continental trade corridor we have to able to provide the transportation, and right now that's where we are lacking," said Dale Hoffman, mayor of Morris, Man., situated 70 kilometres south of Winnipeg. "We have to get our highways out of the floodwaters first."

Highways and Infrastructure Minister Jim Reiter, Regina-Qu'Appelle Member of Parliament Andrew Scheer and Regina City Councillor Michael Fougere today officially marked the beginning of construction on the long-awaited $34 million Lewvan and Highway 1 interchange in southwest Regina.

"Safety and growth are the motivating factors behind the construction of this interchange," Reiter said. "Traffic volumes at this location are substantial and will continue to grow as $2 to $3 billion worth of commercial, residential and industrial development takes place in southwest Regina."

"Our government is helping keep our economy moving, creating new jobs and delivering results for the people of Saskatchewan," said Mr. Scheer. "This investment in Highway 1 and Lewvan Drive Interchange is an example of the actions our government is taking to contribute to Saskatchewan's long-term economic growth while continuing to improve the safety of Canada's national highway system."

"The City of Regina is pleased that the Ministry of Highways and Infrastructure is making such an important investment," Councillor Michael Fougere said, on behalf of Mayor Pat Fiacco. "The interchange at Lewvan Drive and Highway 1 will address an ongoing safety concern while providing improved traffic operations in the city's growing southwest sector."

"The timely deployment of this infrastructure spending reinforces the commitment on behalf of the provincial and federal governments to support the economic growth of our communities," said Harvard Developments Inc. Vice President Blair Forster. "This interchange is a key component of a complex transportation network required to lease and develop the 900,000 square feet of retail and amenity space that makes up our Grasslands regional shopping centre."

This project is being funded in partnership by the provincial and federal governments through the Building Canada Fund. The Government of Canada has set aside up to 50 per cent of total eligible project costs, to a maximum federal contribution of $16.05 million, for this project.

The City of Regina supports a variety of transportation projects associated with the Global Transportation Hub and to support growth and safety issues in southwest Regina, which includes the Lewvan Interchange.

Construction activity currently underway includes the moving of utilities (natural gas, electrical and telephone lines) and interim roadways are being built just west of the Lewvan/Highway 1 intersection to provide access onto Highway 1, serving as a temporary intersection for the duration of construction.

Beginning the week of Aug. 31 or earlier, construction will commence on the overpass embankments and two of the ramps. This work will be completed by November 2009. Construction of the bridge structure and remaining ramps will begin in 2010, with continued bridge construction, paving and installation of guardrails, signage and lighting in 2011. The intersection is scheduled to be open to traffic by late fall 2011.

During construction, traffic will be directed onto temporary access roads west of the existing intersection, with the exception of southbound traffic on Lewvan Drive wishing to turn left (east) onto Highway 1. These motorists will be routed down Gordon Road to Albert Street, and can utilize the Albert Street interchange to access Highway 1. Heavy truck traffic will not be routed down Gordon Road, but will instead be required to take alternate routes (see attached map).

Motorists will be required to slow to 60 km through the construction Orange Zone when passing highway workers and equipment.

The Government of Canada's Economic Action Plan is speeding up and expanding the existing federal investment of $33 billion in infrastructure across Canada. Almost $12 billion has been added over two years to stimulate the creation of infrastructure projects.

The Government of Saskatchewan announced the appointment of six members to the Board of Directors of the Global Transportation Hub Authority (GTHA) today.

"Collectively, the board members bring an impressive array of expertise in transportation logistics and international trade," GTHA Chair Wayne Elhard said. "With these appointments, we have put in place the team that will provide the leadership and strategic direction that will make the Global Transportation Hub (GTH) vision a reality."

In addition to Elhard, the GTHA board members are:

• Captain Gordon Houston (Vice Chair), Former President and CEO of Port Metro Vancouver;
• Mayo Schmidt, President and CEO of Viterra;
• Louis Ranger, Former Deputy Minister, Transport Canada;
• Marcella Szel, Q.C., Former VP, Marketing and Sales, Canadian Pacific Rail;
• Lionel LaBelle, President and CEO, Saskatchewan Trade and Export Partnership; and
• Ron Dedman, Deputy Minister, Government Services, Government of Saskatchewan.

When fully developed, the GTH will comprise a major Western Canadian transportation and logistics centre. The GTH will stimulate provincial economic development by providing enhanced and more efficient access to global supply chains for Saskatchewan exporters and attracting new investment, such as the one million sq. ft. distribution centre being built to serve the Loblaw Group of Companies. It is anticipated the distribution centre, which will begin operations in 2010, will create hundreds of new jobs.

From Hudson Bay to the Gulf of Mexico — in the name of reducing travel time, transport and trade processing costs.

The Mid-Continent Trade and Transportation Corridor consists of a series of interconnected transportation systems, including: rail, road, air and marine shipping, that run through the centre of North America from the Arctic Port of Churchill in Manitoba, though the American Heartland to Mexico.

The key cities along the Corridor include: Winnipeg, Minneapolis, Kansas City (Kansas), Kansas City (Missouri), Oklahoma City, Dallas-Fort Worth, Austin, San Antonio, Monterrey, Guadalajara and Mexico City. This would be part the Corridor system that Canadian Prime Minister denied existed to the Canadian people.

The North American Free Trade Agreement (NAFTA) focuses on the development and maintenance of efficient and safe transportation systems, a goal shared by the the Province of Manitoba and it’s NGO supporters, seeks to develop the Corridor but fails to see it’s long term ramifications for Canadians, Americans and Mexicans alike.

Development of the Corridor includes enhanced inter-jurisdictional coordination and investments in order to:

Reduce travel time, transport costs and trade processing costs

Ensure and enhance transportation security and safety

Making improvements such as these have the potential to enhance economic development throughout the corridor.

Canada, the United States and Mexico conduct over $2.5 billion in trilateral trade each day or about $990 billion in trade annually.

The Province of Manitoba and the City of Winnipeg and surrounding area have undertaken various corridor development activities over the last decade and will continue to work with stakeholders to foster relationships that result in increased economic development opportunities.

At the northern limit of the Corridor, the Port of Churchill in Manitoba provides North America with marine access to and from global markets, and is linked to southern transportation routes by rail. Winnipeg has a major intermodal transfer centre and Provincial Highways No. 75 and 29 south connect the province with the United States Interstate system I-29 and I-35. I-35 connects the United States to Mexico through the southern Port of Laredo.

The Inland Port System

The government of Manitoba has introduced legislation to build an “inland port” around Winnipeg’s James Armstrong Richardson International Airport. Intended to take advantage of the city’s proximity to the geographic centre of North America, the CentrePort Canada Act would authorize the creation of this corporation to oversee the “port”, and to fast track “investment and economic development decisions based upon a single, comprehensive transportation, infrastructure and land-use plan” for approximately 20,000 acres of land around the airport.

A world-class inland port run by a “corporation” in Winnipeg using the Winnipeg James Armstrong Richardson International Airport and surrounding land as a hub to import goods from Asia and Europe, and distributing those goods throughout North America by air, rail and road.

Manitoba’s plan for an inland port was given a big boost toward reality on Tuesday with Prime Minister Steven Harper committing more than $100 million in federal funds.

Harper was in the province to observe flooded areas of southern Manitoba and announce federal stimulus funding for the port concept.

He took a helicopter tour (perhaps interplanetary..) of the Red River Valley with Premier Gary Doer then landed at Winnipeg’s James Richardson International Airport at 2 p.m. for a joint announcement with Doer about CentrePort Canada Way.

The premier announced the provincial government would contribute the other half of the funding, plus donate land near the airport, for a total project cost of $212 million.

The CentrePort plan calls for 20,000 acres northwest of the airport to be turned into a massive trucking and rail depot linked to runways with aircraft coming and going from all over the globe. The idea builds on Winnipeg’s reputation as the geographic centre of North America.

Portions of the funding announced Tuesday will help develop a four-lane expressway linking the inland port to the airport. A high-speed corridor will connect Inkster Boulevard and the airport and the CP Rail Weston yards to the Perimeter Highway near Saskatchewan Ave.

Canada Post is already building a new mail distribution plant on 11 hectares of land east of the airport and a new Greyhound bus depot is under construction adjacent to the airport.

BACKGROUND

Canada’s federal and provincial governments have announced various infrastructure improvement plans over the last few years, creating several opportunities for U.S. companies in various sectors. As of 2003, more than fifty percent of the country's infrastructure was over 40 years old, with many roads, highways and bridges passing their half life. Efficient and reliable infrastructure is crucial to Canada's long-term economic prosperity and growth. Canada’s government officials, have therefore, deemed it necessary to invest in infrastructure improvement and modernization to reduce congestion, strengthen supply lines and ensure smooth and effective trade flows between Canada and the United States.

More than $1.8 billion in trade crosses the Canada-U.S. border per day. This volume of trade represents the largest bilateral trade relationship in the world with a rate of growth that has averaged six percent per year over the last ten years. This growth in trade and traffic has put significant pressure on the major trade corridors and border crossings between the Canada and the United States and various infrastructure improvement projects are currently underway to increase the capacity of these networks and sustain economic performance.

Building Canada is one such program initiated by the Government of Canada (GOC) that will provide $33 billion in funding to Canadian municipalities from 2007 to 2014. The goal of the Building Canada program is to build a stronger economy, cleaner environment and better communities through investment in infrastructure that will contribute to increased trade, public transit, wastewater and solid waste management, green energy, safe drinking water, bridge rehabilitation, sports and culture, and more.

THE CentrePort Canada team is taking its show on the road this week with a five-day tour of inland ports in Mexico and the United States to promote the Winnipeg site and start making contacts in the industry.

A 30-person group -- including Premier Greg Selinger at a couple of key stops -- will tour and make presentations at four inland ports this week. The trip will serve as the beginning of the marketing of CentrePort as well as an opportunity for its supporters to see how other inland ports work.

"We have a large network of stakeholders that all want to see CentrePort succeed," said the newly created inland port's CEO, Diane Gray. "There is no better way to impress on them what we can be in the future than for all of them to see first-hand what success stories look like."

The large group will include CentrePort staff, board members, officials from three levels of government and representatives from business and labour.
The tour, designed with the help of Canadian embassies and consulates, will start at Guanajuato, Mexico, today with stops at the Alliance Global Logistics Hub in Fort Worth, Texas, the Dallas Logistics Hub, the International Port of Memphis and CentrePoint Intermodal Center in Joliet, Ill.

CentrePort board member Chris Lorenc said the mission signals to the rest of the world that CentrePort is open for business.

"This is no longer a fiction," he said. "This is a major industrial land-use opportunity -- a foreign trade zone initiative with new emerging business opportunities that the world should take note of."

Ottawa's marketing of Canada's trade routes used to exclusively feature the Asia-Pacific gateway on the West Coast connecting to Toronto and Montreal.

Lorenc said that has already changed to include the fact there is $250 billion worth of trade that goes up and down the mid-continent trade corridor that has Winnipeg as its northern hub.

A new road and cloverleaf linking Winnipeg's airport to the west Perimeter Highway is the first stage of a massive plan to turn the city into a global transportation hub, officials said this week.

That road, running between and almost parallel to Oak Point Highway to the north and Saskatchewan Avenue to the south, will connect the CentrePort project near the James Armstrong Richardson International Airport to the west Perimeter Highway.

Officials close to the CentrePort project believe that road is being considered by the Harper government in its new budget. If so, construction could begin in the next two years. The CentrePort project was the only one of its kind in Canada highlighted in the federal budget.

"We have a lot of potential going for us," Manitoba's Infrastructure and Transportation Minister Ron Lemieux said. "But we don't have a real breakdown of the federal budget."

That means the province and CentrePort are still waiting to find out from Ottawa how much in new funding is coming Manitoba's way for the CentrePort road project.

"We are looking at the road, sewer, bridges and rail upgrades necessary to make it a viable enterprise," Winnipeg MP Steven Fletcher (C--Charleswood-St. James) said in Ottawa, noting specific details of the accelerated funding for CentrePort are still being worked out.

Fletcher said Tuesday's federal budget delivers $4.5 billion in infrastructure funding to Manitoba this year and in the five following fiscal years.

The CentrePort plan calls for the 20,000-acre area northwest of the airport to be turned into a massive trucking and rail depot linked to runways and aircraft coming and going from all over the globe.

[Editor's note: The Free Trade corridor network that tie Mexico, Canada and the U.S. together are a critical component of the North American Free Trade Agreement (NAFTA) that was negotiated by George W. Bush and signed into law by Bill Clinton. Both Bush and Clinton were members of the Trilateral Commission. Furthermore, NAFTA's chief architect was U.S. Trade Representative Carla Hills, also a Trilateral. The Trans Texas Corridor is the first major link of this super-corridor system; if successfully completed (e.g., if Texans lose the fight to stop it again), America will be opened up like a can of sardines.

After Rick Perry's highway department announced the Trans Texas Corridor (TTC) route known as TTC-35 was "dead" in 2009, we find out post-election in 2010 that it, along with free trade, is very much alive and well. Canadian officials have shown renewed interest in a multi-modal trade corridor along I-35. Winnipeg recently announced its intention to build an inland port similar to those in San Antonio and Dallas. One such inland port in Kansas City has ceded sovereign United States territory to Canada and Mexico with the flags of all three countries flying over it. Officials in Winnipeg said it also intends to run a logistics and trade corridor to include rail and high speed highways all the way to Mexico as an Asia-Pacific gateway connecting to Toronto and Montreal.

It should surprise no one that former San Antonio Mayor Phil Hardberger and tolling authority (Alamo RMA) Chairman Bill Thornton took a trip to Toronto in 2006, partially at taxpayer expense, to promote Trans Texas Corridor-style trade connections and to be certain it includes the Port of San Antonio.

Norris Pettis, Canadian Consul General in Dallas, notes in the latest San Antonio Business Journal that "of all the urban centers I deal with, San Antonio is right up there in preaching free trade." The article also said Canadian officials observe an anti-trade sentiment in the U.S. as a whole, but see an open door in Texas, which they say doesn't share "protectionist policies."

The Global Transportation Hub Authority (GTHA) Board of Directors - the team of experts brought together to lead the development of the Global Transportation Hub - is holding its first meeting in Regina today.

"We have assembled a diverse group of men and women with impeccable credentials in transportation logistics and international trade," GTHA Chair Wayne Elhard said. "With people whose names are instantly recognized in the international business community, the Global Transportation Hub (GTH) vision will quickly become a reality."

When fully developed, the GTH will comprise a major Western Canadian transportation and logistics centre. The GTH will stimulate provincial economic development by providing enhanced and more efficient access to global supply chains for Saskatchewan exporters and attract new investment.

The Board's mandate is to plan, develop, construct, operate and manage the Global Transportation Hub. In addition to Elhard, Board members include:

• Captain Gordon Houston (Vice Chair), Former President and CEO of Port Metro Vancouver;
• Mayo Schmidt, President and CEO of Viterra;
• Louis Ranger, Former Deputy Minister, Transport Canada;
• Marcella Szel, Q.C., Former VP, Marketing and Sales, Canadian Pacific Rail;
• Lionel LaBelle, President and CEO, Saskatchewan Trade and Export Partnership; and
• Ron Dedman, Deputy Minister, Government Services, Government of Saskatchewan.

Minister responsible for the Global Transportation Hub Authority (GTHA) Jim Reiter visited a major Job Fair in Regina today and is encouraging people to consider jobs in a growing industry in our province.
Canadian Logistics Services (CLS), operator of the Distribution Centre at the Global Transportation Hub (GTH), is looking to employ as many as 300 people now, and a further 300-400 workers will be needed over the next 12 months. These positions will include numerous managerial, supervisory and front-line positions in areas such as operations, inventory control, customer services, human resources and accounting.
"The Global Transportation Hub will help transform the economy of our entire province," Reiter said. "It's bringing direct investment dollars and quality employment prospects to Saskatchewan."
This is the first of three planned job fairs for the GTH, with a second fair being planned for November and a third in January.
"And there's much, much more to come as the GTH develops," Chairman of the GTHA Board and Cypress Hills MLA Wayne Elhard said. "While providing Saskatchewan people with high quality jobs, we'll also be providing help to our export industry by giving them efficient and reliable access to global markets."
This facility will serve 164 Loblaw stores throughout Saskatchewan, Manitoba, and parts of Alberta. Phase I of operations at the GTH will begin this winter. Construction on Phase 2 is also underway and is expected to be operational by December 2011. It is expected the first shipment into the GTH will occur in January 2011.

Welcome to the Global Transportation Hub – Saskatchewan’s Gateway to the World.

The GTH provides rail access to all major Canadian ports, Gulf Coast ports and mid-western US trans-shipment points and trucking connections to all major networks including Trans-Canada, Minneapolis/St. Paul, Chicago and Mexico.

We’re providing a new set of transportation services at the GTH to help suppliers and retailers move their products throughout the country and around the world.

At this very moment, 387 acres of land, down from 425 acres, is available at the Global Transportation Hub offering clients all the infrastructure supports they require to build their operations. As of the middle of September, the GTH is completing a $32.8 million infrastructure project, which is based on its Concept Plan. It delivers close to four kilometers of roadways and asphalt paving, water and sanitary sewer lines, site grading and storm channel construction.

Barely three years on the ground and the GTH is already a story of remarkable success, drawing the attention and the investment of wholesalers, distributors, transporters and logistics handlers from across North America.

“Already in operation is the one million square foot warehouse and distribution centre that is owned by one of our anchor clients Loblaw, which has invested about $250 million in the project,” says Blair Wagar, Chief Operating Officer of the GTH.

The warehouse “is serviced by Canadian Logistics Services, a third party logistics provider that is employing over 800 people in the distribution centre, with another 120 jobs in its new 100,000 square foot freezer,” Wagar said.

Another anchor client is Canadian Pacific (CP) Rail, which is nearing completion of a 300-acre Intermodal Facility (IMF), which will increase its capacity for container lifts from about 40,000 to over 250,000 lifts per year. CP has invested about $50 million at the GTH. Overall private investment is about $340 million to date.

The Global Transportation Hub (GTH) has entered into a conditional sales agreement with Morguard Investments Limited that would provide leased facilities designed for the transportation and distribution sector. If finalized, the purchase would include an initial 50 acres in 2013 with the option for additional land in future years.

Deputy Premier Ken Krawetz said the agreement with Morguard represents an important investment in our province.

“The GTH is Saskatchewan’s commitment to developing a supply chain, logistics and transportation infrastructure that will support global trade for generations to come,” Krawetz said. We are pleased with Morguard’s interest in the GTH.”

“Institutional investors like our Canadian pension fund clients are looking for quality, long-term real estate investment opportunities,” Morguard Senior Vice President of Development Margaret Knowles said. “We view the Global Transportation Hub in the context of the dynamic growth and potential of Regina and Saskatchewan as just such an opportunity. Our focus will be to provide sustainable, top quality multi- tenant and design build leased premises to tenants operating in the transportation and distribution sectors. This agreement offers a private sector led solution to attract and secure companies seeking leased premises.”

Morguard is one of Canada’s leading fully integrated real estate organizations, with more than 1,400 employees and more than $12 billion in managed assets. Morguard is a publically-traded company. The conditional sale is due to close in June 2013.

The agreement requires Morguard to adhere to the permitted land uses consistent with the GTH mandate, which includes transportation, distribution, light manufacturing, warehouse and related ancillary components.

The GTH has already added two new operations in 2013. In February, Emterra Group of Companies, the City of Regina’s new curbside recycler announced an $18 million investment, and in March, the Saskatchewan Liquor and Gaming Authority announced it will construct a 145,000 square foot warehouse and distribution centre at the GTH.

They joined Loblaw, Canadian Pacific Rail, the Yanke Group of Companies and Consolidated Fastfrate as tenants of the GTH. In total, the six companies represent $348 million of private sector investment in the GTH. -30-

America is in desperate need of infrastructure developments on a national scale. We need to wean ourselves from our oil-based economy, rebuild the electric grid, create workable mass transit systems, and maintain our crumbling roads and bridges. Yet the only building projects gaining momentum with politicians are those aimed at building up a foundation for more disastrous “free” trade.

Investigative journalist Vince Wade reports on a planned infrastructure development to expedite the import process for foreign-made goods into the United States’ market. The so-called “NAFTA Bridge” would be the northern-most point on a massive project cutting across the American heartland aimed specifically toward increasing the volume of goods that can be imported into the United States. The lead project has been spearheaded by several municipal, state and federal politicians along with substantial backing from overseas investors in China and elsewhere.

A project like this would act to funnel jobs and prosperity out of the United States in exchange for cheaply made foreign goods. This international commercial policy is precisely the opposite of what a nation should pursue.

The United States should not be in the business of privatizing public infrastructure for private profit. The United States should not be investing its time and resources into making this nation even more susceptible to pervasive imports.

A newly leaked U.S. diplomatic cable originally written over six years ago confirms that the agenda to merge the United States, Canada and Mexico into an integrated North American Union has been ongoing for years, debunking claims made consistently by the corporate media and establishment talking heads that the NAU is a baseless “conspiracy theory”.

Despite the manifestly provable factual basis of the matter, during the 2008 presidential election the establishment media attempted to smear Ron Paul by attributing the notion of a move towards a North American Union to him and then claiming it was a non-existent “conspiracy theory,” when the veracity of the issue was readily documented from the very start.

A Newsweek hit piece subsequently claimed that Ron Paul’s concerns over a NAFTA superhighway, a North American Union or a regional currency were completely baseless, and yet the newly leaked cable states U.S. diplomats were busy discussing a “move forward with continental integration, including a possible common currency, labour markets, international trade and the borders of the three countries,” as well as “easier access across the U.S. border,” more than six years ago.

OTTAWA — The integration of North America’s economies would best be achieved through an “incremental” approach, according to a leaked U.S. diplomatic cable.

The cable, released through the WikiLeaks website and apparently written Jan. 28, 2005, discusses some of the obstacles surrounding the merger of the economies of Canada, the United States and Mexico in a fashion similar to the European Union.

“An incremental and pragmatic package of tasks for a new North American Initiative (NAI) will likely gain the most support among Canadian policymakers,” the document said. “The economic payoff of the prospective North American initiative … is available, but its size and timing are unpredictable, so it should not be oversold.”

Many different areas of a possible integration are discussed throughout the cable, but the focus is on improving the economic welfare of the continent. It suggests one of the main benefits to Canada would be easier access across the U.S. border, calling it a “top motive” for this country.

The cable states Canada and the U.S. already share perimeter security “to some degree,” the question is then how “strong” the two countries want to make that bond.

Discussions are currently underway about increasing co-operation between the two countries when it comes to perimeter security. A broad-based document was released by Prime Minister Stephen Harper and U.S. President Barack Obama in February of this year, laying the groundwork for a deal that would see improved intelligence communication for security concerns and trade.

The details are currently being hashed out by officials from both countries. The proposed deal aims to improve the flow of cross-border traffic and increase security against terrorist threats.

Opposition parties have expressed a certain wariness over the lack of transparency of the talks and say they worry Harper will be too willing to make concessions to the U.S. over security issues, in order to gain an advantage in cross-border trade.

In the cable, U.S. diplomats focused on a number of key areas to move forward with continental integration, including a possible common currency, labour markets, international trade and the borders of the three countries.

The new overpass at Highway 1 and the West Regina Bypass is now open to traffic.

“This overpass ensures that trucks can access the Global Transportation Hub safely and efficiently and provides the capacity in our transportation system to ensure Regina continues to grow, especially on the west side,” Highways and Infrastructure Minister Don McMorris said. “It’s an example of the Saskatchewan Plan for Growth in action – responding to the increased traffic demand our growth is generating and, at the same time, enabling more growth in the future.”

Work began on the $43 million overpass in 2011. The bridge’s steel girders were installed during the winter of 2012-13 with the bridge itself built over the course of the current construction season. With the opening of the overpass, trucks turning left onto or off the West Regina Bypass will be separated from through traffic on Highway 1.

“The Saskatchewan Trucking Association is greatly encouraged by the priority and development the Ministry of Highways and Infrastructure has placed on infrastructure projects that enhance the Global Transportation Hub,” Saskatchewan Trucking Association Executive Director Al Rosseker said. “The hub and subsequent infrastructure are shifting the truck transport paradigm in western Canada. Well done!”

While the overpass is now open to traffic, some finishing work remains including construction of the westbound to southbound ramp, curb work on the bridge, final paving of the shoulders on the bridge approaches, topsoil replacement along the side slopes and sign installation.

Some traffic restrictions including lane restrictions and 60 km/hr speed limits will remain in effect while this work is completed. In addition, work continues on the new, four-lane portion of the West Regina Bypass from Highway 1 to Dewdney Avenue, including the railway overpass. The total investment in this phase of the West Regina Bypass including the overpass is $113 million and includes a $27 million contribution from the federal government.

The government has invested a record $3.7 billion in transportation infrastructure since 2008.
