On March 18, Joe Biden called Poroshenko. He congratulated him for violating Minsk.
It calls for granting Donbass special status autonomous rule. Draft Kiev legislation designates it “temporarily occupied territories.”
A White House statement said Biden “welcomed the (parliament’s) adoption of implementing measures relating to the law on special status for certain areas of eastern Ukraine...”
He lied saying legislation adopted complies with terms stipulated under “September 2014 and February 2015 Minsk agreements.”
Kiev continues violating their letter and spirit with full US support and encouragement.
“The two leaders discussed the upcoming multinational training program for Ukraines (Nazi infested) National Guard forces, which the United States will support,” the White House statement said.
They ‘agreed” on maintaining sanctions on Russia. They lied claiming they’re in response to “Russia(n) violence and instability in” Donbass.
They concurred on pressuring “the international community...to increase the costs to Russia for pursuing such actions.”
Sergey Lavrov responded saying Washington wants Ukrainian crisis conditions settled militarily.
Kiev’s failure to grant Donbass special status violates its pledge to do so.
“If Washington welcomes the action, which undermines the Minsk agreements, then we can only conclude that Washington is inciting Kiev to resolve the issue by military means,” Lavrov explained.
“The Ukrainian leadership..basically terminated their commitments to engage in direct dialogue and negotiate with south-eastern Ukraine, including on the issue of elections, on the implementation of the law on the special status...”

On 12 February, after more than 16 hours of negotiations in Minsk, the leaders of Germany, France, Russia and Ukraine reached an agreement to end fighting in eastern Ukraine.
Representatives of the OSCE, Ukraine, Russia, and the pro-Russian rebels in eastern Ukraine signed the deal, which includes a ceasefire in eastern Ukraine, to begin on 15 February, followed by the withdrawal of heavy weapons.
In a joint declaration, Angela Merkel, François Hollande, Vladimir Putin and Petro Poroshenko stated their commitment to respecting Ukraine's sovereignty and territorial integrity.
The document states that regular meetings will be held to ensure the fulfilment of the Minsk agreements.
The tenor of most official international reactions was cautiously optimistic.
International leaders said the deal gave 'hope', but at the same time emphasised that the agreement must now be implemented on the ground.
Intense fighting continued during the talks, with the strategic transit hub of Debaltseve still contested.
Moscow denies Ukraine's accusations that Russia is supplying troops and weapons to separatists fighting for the territory which Putin calls 'New Russia'.
The on-going crisis in Ukraine erupted after former President Viktor Yanukovych refused to sign an Association Agreement (AA) with the EU in November 2013 and sought closer ties to Russia.
Following radical protests from pro-Western groups, Yanukovych stepped down and fled to Russia.
Moscow responded by annexing the Crimea in March 2014, sparking wide-ranging EU sanctions.

In December, a multi-billion-dollar loan [variously stated as $3-$3.5 billion] to Ukraine comes due, which Ukraine had received from Russia. The IMF has provided a new debt plan, however, dictating that existing loans to Ukraine that have an expiration-date are to be subjected to a haircut. Thus, the resource gap of the country totaling $40 billion is to be reduced.
Since the crisis, Ukraine has received several loans from the IMF and the EU [and the U.S.]. These loans must be repaid in a few years from now. However, the financial situation of the country remains vulnerable. Over the next four years overdue loans totaling $15 billion need to be paid [they’re mostly loans from Russia]. Only three billion of them are an old loan Russia that has to be paid in December of this year. The IMF might prevent it [from being repaid in full, even though it has seniority over the new loans that are coming from the West].
The IMF has developed a program for Ukraine, under which the current financial hole is to be filled in the amount $40 billion. The due debts [the senior debt] are part of the plan, and will be restructured, according to the IMF. Exactly how it is to happen, the IMF does not explain. Experts say that the IMF believes that Russia should participate in a haircut. This past Friday, the Ukrainian central bank had to explain why three of Ukraine’s banks were being declared insolvent. The VAB Bank, Astra Bank and the City Commerce Bank are now deprived of their licenses. At the same time, Ukraine is already planning an expansion of military resources. In sum, for the year of 2015, a total of $3.8 billion will be spent on armaments. [This by a country that cannot even pay its bondholders, when all of the new Ukrainian bonds are actually paying only for Ukraine’s war against the residents of its own former Donbass region. Conservative cabinet minister Chris Alexander says the situation in Ukraine is the biggest security issue facing the world today, even as his government debates expanding its military actions in the Middle East.
Alexander’s comments, made to Ukrainian Canadians during a speech in Toronto Feb. 22, are being shared on the Internet as the Conservative government prepares to extend its Iraq military mission and expand it into Syria.
The video of the immigration minister’s speech has also sparked a Twitter argument between Alexander and the Russian Embassy in Ottawa.
In his speech, Alexander denounced Russia’s Vladimir Putin as behaving like a terrorist and warned the situation in Ukraine affects all countries.
“This is the biggest issue facing the world today in my view, I think in the view of our prime minister, and our team,” he told the audience. “Yes there is terrorism. Vladimir Putin is behaving like a terrorist.”
Alexander said that the ongoing wars in Syria and Iraq are serious issues and Canada can’t forget what is going on in those countries.
“But the buck stops in Ukraine; there is absolutely no scenario going into the future that leads to peace and security for this world, that leads to prosperity in Europe globally that does not include a full international effort to give Ukraine the tools it needs to drive Russian forces from their borders and to secure its borders for good,” he told the audience.
The Russian Embassy challenged Alexander on Twitter this week, linking to the video of his speech on YouTube: “Sounds like Orwellian ‘five minutes of hate.’ Hardly the artwork of diplomacy,” the embassy tweeted.
Alexander fired back with the response: “Your invasion of Ukraine brought 14 months of death.”
Ukrainians have been fighting each other for more than a year, with government troops battling rebels who want to separate. Russia has provided support to the separatist forces and Canada and NATO have accused Russia of sending troops and equipment to take part in the war. Russia denies that.

Kyiv, Ukraine — Prime Minister Stephen Harper told Ukrainian President Petro Poroshenko Saturday that Canada will make Ukraine’s case when the G7 summit opens Sunday in the Bavarian Alps.
“While Ukraine may not have a seat at the table, I can assure you, Mr. President, the situation will be very high on Canada’s agenda,” Harper said with Poroshenko at his side. The two men met in the same office a year ago when the chocolate billionaire was sworn into office.
Domestic politics intruded into the trip, with Harper responding to questions about the revelations in Ottawa this past week about the Senate expense scandal.
“We find any abuse of taxpayers’ dollars by parliamentarians in either chamber to be unacceptable,” Harper said. “On this matter, as you know, the Senate is an independent body, responsible for its own expenses and its own expense rules. The Senate itself commissioned the Auditor-General’s report and is responsible for responding to that report. There are some serious cases of abuse that actions have been taken on and other lesser matters that are going to be dealt with.”
Saturday’s meeting in Kyiv took place amid fresh reports of escalating violence between Ukrainian forces and Russian proxies around the city of Donetsk.

Canada’s Harper Government Provides Military Training to Neo-Nazi Ukraine National Guard

The Canadian media has highlighted Prime Minister Harper’s one on one meeting with Ukraine’s president Poroshenko in Kiev (June 5, 2015). The official story which has been fed to Canadians is that Ottawa is providing “non-lethal aid” as well support to the country’s civilian police force:
We supply a range of non-lethal military equipment, Harper said… While disappointed about this, Poroshenko praised Canada for supporting Ukraine since the first hours of his presidency and said the military aid it had provided to his country, such as medical kits and mobile hospitals, addressed an acute problem. Harper also announced that Canada would be sending 10 police officers to Ukraine to help reform the country’s security sector in a partnership with the United States.

This story contradicts earlier reports and government statements.
The gist of Harper’s flash visit to Kiev prior to the G7 Summit was to reaffirm Canada’s commitment to the dispatch of “military instructors” in support of Ukraine’s National Guard, which is controlled by the two Neo-Nazi parties, Svoboda and Right Sector.
In April, Washington confirmed that it would send in a US contingent of instructors “of 290 specialists which will be working with the National Guard. Britain has dispatched 75 military personnel responsible for training in command procedures and tactical intelligence. (Los Angeles Times, April 20, 2015). The Canadian media has highlighted Prime Minister Harper’s one on one meeting with Ukraine’s president Poroshenko in Kiev (June 5, 2015). The official story which has been fed to Canadians is that Ottawa is providing “non-lethal aid” as well support to the country’s civilian police force:
We supply a range of non-lethal military equipment, Harper said… While disappointed about this, Poroshenko praised Canada for supporting Ukraine since the first hours of his presidency and said the military aid it had provided to his country, such as medical kits and mobile hospitals, addressed an acute problem. The gist of Harper’s flash visit to Kiev prior to the G7 Summit was to reaffirm Canada’s commitment to the dispatch of “military instructors” in support of Ukraine’s National Guard, which is controlled by the two Neo-Nazi parties, Svoboda and Right Sector.
In April, Washington confirmed that it would send in a US contingent of instructors “of 290 specialists which will be working with the National Guard. Britain has dispatched 75 military personnel responsible for training in command procedures and tactical intelligence. (Los Angeles Times, April 20, 2015). Both the U.S. and Britain have been at the training grounds since the spring, running hundreds of Ukrainian national guardsmen through remedial, basic military courses.
Canada’s contribution was announced with much political fanfare in mid-April, but it could be August before the full contingent is on the ground.
“We do not yet have a technical assistance agreement with Ukraine,” he said in an interview with The Canadian Press. “We need a legal framework before we can fully deploy our trainers here. That’s one of the reasons for my visit. It’s to resolve some of the outstanding, technical legal issues.”
Kenney did not say what the hang-ups might be, but pointed out the Americans had worked on their technical agreement with Kyiv over year before Canada and that they were in a better position to move ahead quickly.
Aside from negotiating the legal framework with the Ukrainian government, Kenney says the Pentagon only recently gave Canada the green light to share the training base, which was originally leased to NATO at a time when the former Soviet republic was on its way to joining the alliance.
“We realized we could save a lot of money if co-located with the Americans at the same training base and shared logistics and there would be an economy of scale there, and for internal reasons they couldn’t actually give the green light until quite recently,” he said.

Canada’s embassy in Kyiv was used as a haven for several days by anti-government protesters during the uprising that toppled the regime of former president Viktor Yanukovych.
The Harper government never fully acknowledged — during the upheaval or since — the depth and extent of the security breach, which has had far-reaching implications on how Canadians are perceived in the region.
The Canadian Press has spent months piecing together the events surrounding the extraordinary incident, which started on Feb. 18, 2014 and occurred at the height of the violent crackdown against pro-European protesters.
It began, according to multiple sources in Kyiv and Ottawa, when one of the protesters being chased by riot police waved a Canadian passport at embassy security. Once the door was open, the individual was quickly followed by other demonstrators armed with sticks and paving stones.
Roman Waschuk, the current Canadian ambassador in Kyiv, confirmed the account in a recent interview with The Canadian Press.

KYIV, Ukraine — Canada has joined its allies in dusting off a Cold War playbook to push back against Russian influence in Ukraine, but the advance of democratic ideals is fraught with contradictions and qualifications.
The Harper government is pouring millions of dollars into a series of democracy-promoting initiatives and programs intended to build a western-style bureaucracy, spending that’s over and above Canada’s recent commitment to training Ukrainian combat troops. Ottawa’s contribution — over $49 million — is an attempt to fight Kremlin influence with grassroots ideology rather than tanks, artillery and troops.
That money is in addition to $9.2 million invested through a partnership with Poland, announced with much fanfare in April 2014, designed more generally for east European countries.
Like the use of the Canadian embassy in Kyiv as a safe haven by opponents of former president Viktor Yanukovych, understanding the money trail is integral to the Harper government’s deepening involvement in the war-torn country. It has been the subject of months of research and interviews by The Canadian Press.
That special relationship with Ukraine is expected to take a step forward Tuesday with a visit by Prime Minister Arseniy Yatsenyuk to Ottawa, where he is expected to sign a free trade deal.
The Canadian Federation of Municipalities is leading one decentralization program meant to train municipal managers. Other organizations, such as the U.S.-based International Republican Institute (IRI), Poland’s Solidarity Fund and the European Endowment for Democracy, are instructing Ukrainian political parties and civil society in political action and engagement.
There’s even $3 million set aside to train investigative journalists to uncover corruption — an extraordinary measure considering just weeks ago Ukraine’s parliament wanted to launch an investigation into a Russian-language newspaper and strip TV channel Inter of its broadcast licence for creating a “receptive setting” for aggression.
International groups, such as the Organization for Security and Co-operation in Europe, have repeatedly raised alarms about the detention and even killing of journalists in Ukraine. Reporters Without Borders accused Ukraine last August of adopting “draconian” restrictions on press freedom with a draft law that gave the National Security and Defence Council enormous power to censor and suppress information in “security and national interests” without reference to a court.

The EU hadn't been very eager for Ukraine to join it, but Ukraines joining the EU had long been a goal of American Presidents in order to isolate and weaken Russia, [ http://www.brandonturbeville.com/2015/0 ... ution.html ] and especially President Obama planned for this, and made the changes in his Administration right after the 2012 U.S. Presidential election, in order to carry it out, such as by promoting Victoria Nuland to run European affairs, and transferring Geoffrey Pyatt to the Kiev Embassy to become the man on the ground coordinating it. This is the reason why there still is considerable ambivalence within Europe as to whether or not Ukraine should ever be admitted into the EU: the U.S. is more eager for that to happen than the EU itself is. The EU's leaders were even shocked to find out that Yanukovych had been overthrown by a coup.
