The document is, to say the least, confusing—at least to me. The main points, in my understanding, are as follows:

The City is recommending a support/outreach-based encampment response model.
This model, which requires all kinds of staff and support teams, will cost millions of dollars.
Encampments are stop-gap measures. What is really needed is affordable rental housing. That is where Regina should be putting its money.
In the meantime, encampments need support, but, in this regard, all the city needs to agree to do is a) not tear down encampments; b) provide toilet facilities (porta potties) for encampments.
This same item was on the agenda of last Wednesday’s Executive Committee meeting. The following articles on that meeting provide more background for this Wednesday’s meeting.
